Project Team Name: Access & Use Policies Project Team

Project Summary/Abstract: Review the need for new or revised policies and procedures with respect to LUC cards issued to non-Vanderbilt community. Questions to explore: What is the intended purpose of these cards (functionally and philosophically)? Who has access? During what hours? With what privileges? What information is collected from persons applying? Growing campus concerns about security issues in general, 24-hour access to the Science & Engineering Library, and printing/copying issues should be considered. Review the university’s computer use policy. Review the library’s conduct policy with respect to all library users, including the use of the library’s computer facilities.

Statement of Need: There are increasing concerns about questionable use of facilities and computing resources, often by non-Vanderbilt users. If there are budget cuts in the public libraries, we can expect non-VU use to continue to rise at a time when our libraries are under financial constraints. There is a lack of clarity and rationale around building access, regarding hours and eligible users. There is a need for better communication about acceptable use and privileges granted (and not granted) by the access cards.

Documentation and Reporting: Report to Library Council should include an overview of pertinent issues and recommendations for needed updates and changes. Propose next steps.

Timeline: Originally had planned to have a preliminary report by mid-April. The complexity of the issues has delayed this. We hope to have a report to Library Council towards the end of June.

Assessment: No assessment is needed until implementation of changes.
