April 15, 2008 Agenda for Meeting
Members present – Bill Hook, Eileen Crawford, Hilary Craiglow, Sue Davis, Lee Ann Lannom, Julie Loder, Mary Prince, Carlin Sappenfield, Kathy Smith, and Mary Ellen Wilson.

Bill reported on his meeting this week with the Sage representative concerning the revised Sage Premier e-journal proposal, which proposal continues to improve. Bill distributed information concerning cost distribution and noted the main issues with the proposal. First, we currently subscribe to 170 titles, with the aggregate of those costs coming to $126,618 per year. In return for our agreeing to this figure as a cost basis, Sage would agree to a 5% annual cap on existing holdings plus a 12% access fee, along with giving us access, including archival access, to the remainder of their publication list, the total being some 485 titles.
Bill reminded us that a serious impediment to our accepting the offer as it stood last fall was the fact that it assumed conversion of all subscriptions to electronic only with an additional charge required for maintaining print holdings. Sage is now willing to waive the extra fee for this subscription year, and we would have until 2008/09 to have either strictly electronic access or to pay the extra fee for maintaining print. Because Sage’s proposal is a three-year deal, Bill said that accepting the offer would result in our surrendering the ability to cancel titles.
Bill said we will have to decide if the value added to the collection by getting the extra titles is worth the money. Carlin said that she would like to review the list of extra titles, and Bill agreed to distribute the list.
Bill asked the Sage representative if additional titles would be added to the package in the event Sage in the future acquired another publisher. The representative responded that, should this happen, the extra titles could be added for an additional fee.
Hilary reported that Management was happy with electronic access only. Bill said that he would speak with David and Deborah, who were not in attendance, for responses from Central and Medical.
Roberta had previously asked the Committee to review the VU E-archives Collection Policy. Since she was not present, Bill deferred the review.
Bill next reported news about other proposals. Concerning Ingram MyIlibrary, Bill received all Humanities titles available through 2006. Dale is de-duping in Acorn to identify books of interest.
Bill next reported on ResearchResearch, a database used to find research proposal funding sources. Because the Provost’s office would prefer that the Library manage the license, it can be added to the database list.
Julie reported on several current trials. First, she noted that the PsychInfo trial is paid through December. She asked for ideas concerning when the trial should be provided with another interface. Bill suggested late September or early October, before the invoice was due, and Julie agreed to no later than October 1.
Due to Management’s interest in a mapping software trial, Julie has arranged for a June trial of Simply Maps, targeting undergraduate managerial students.
Carlin discussed the National Institutes of Health’s new regulation, which requires authors receiving research funding from NIH who subsequently publish articles in peer-reviewed journals to request that the journal publishers place the articles on PubMed Central, NIH’s free digital archive of biomedical and life sciences journal literature. Carlin told the Committee that Nunzia had compiled a database which provides publishers’ publishing policies, useful when seeking help with compliance issues.
